System user access token

Plans and access

WhatsApp Business Platform via a Meta business portfolio; conversations and template messages are billed by Meta. Requires a WhatsApp Business Account, a registered phone number and a system user token with whatsapp_business_messaging and whatsapp_business_management. Messaging limits depend on number quality and verification.

Test environment

Meta provides a test phone number and up to five test recipients when you add WhatsApp to an app.

Rate limits

Throughput of 80 messages per second per number by default (up to 1,000), per-recipient pair limits, and daily business-initiated messaging tiers. Throttling returns error codes 130429, 131056 or 80007.

Provider events

WhatsApp webhooks for inbound messages, message status, template status and quality updates. Nexra event triggers are not yet available; flows run on demand or on a schedule.

Before you build a flow

  • Sends go to one recipient per operation; broadcasts to audiences are not implemented.
  • The Cloud API has no idempotency key; sends and template creation with an uncertain outcome are not repeated automatically.
  • Meta returns throughput errors as HTTP 400 with codes 130429, 131056 or 80007; Nexra reports them as validation errors and does not retry.
  • Media metadata is read; media download URLs are not mapped and uploads are not implemented (send media by public link or existing media ID).
  • Template deletion, phone number registration and two-step verification are not implemented.
  • Pinned to Graph API v25.0 (released February 2026); Meta supports each version for about two years.
